Lower Columbia College's Rules Coordinator oversees the College's rule-making process, including the review, creation, amendment, and repeal of Washington Administrative Code rules (Title 132M WAC).
In carrying out this function, the coordinator works with the College division promulgating the rule for final adoption. In addition, the officer maintains the College rule-making docket; plans and facilitates public hearings; produces the required legal notices for the press; and publishes the WAC chapters on this web page.

Current Rule-Making Proposals
July 2024
Lower Columbia College filed an Emergency Rulemaking proposal to bring the college’s student conduct code (the code) into compliance with a new Final Rule governing sex discrimination grievance procedures recently adopted by the United States Department of Education and to update the code to ensure its prohibited conduct and procedures adequately protect the interests of the college community and the constitutional and procedural rights of individual students. The college received approval of emergency rulemaking from the Board of Trustees at a regular meeting on July 31, 2024 and will follow the permanent rulemaking process to amend the WACs. An Emergency Rulemaking Order was filed with the Office of the Code Reviser on July 31, 2024 and published in the Washington State Register #24-16-075. A Preproposal Statement of Inquiry was filed with the Office of the Code Reviser on August 27, 2024 and published in the Washington State Register #24-18-047. A Proposed Rule Making was filed with the Office of the Code Reviser on October 21, 2024 and published in the Washington State Register #24-21-120.
August- November 2022
Lower Columbia College filed an Emergency Rulemaking proposal to amend WAC 132M-126-015, 132M-126-020, & 132M-126-030; and adopt 132M-126-036 in order to meet its obligations under “Sam’s Law” 2SHB 1751 (2022) amending RCW 28B.10.900 regarding hazing prevention. The college received approval of emergency rulemaking from the Board of Trustees at a special meeting on August 1, 2022 and followed the permanent rulemaking process to amend the WACs. An Emergency Rulemaking Order was filed with the Office of the Code Reviser on August 3, 2022 and published in the Washington State Register #22-16-114. A Preproposal Statement of Inquiry was filed with the Office of the Code Reviser on August 3, 2022 and published in the Washington State Register #22-16-115. A Proposed Rulemaking was filed with the Office of the Code Reviser on September 19, 2022 and published in the Washington State Register 22-19-072. A Public Hearing was held at the November Board of Trustees Meeting and, after adoption by the board, the Permanent Rulemaking Order was filed with the Office of the Code Reviser on November 17, 2022 and published in the Washington State Register #22-23-113.
